Is there something in the logs?
I tested those shaders on 1.19.2 Optifine H9 and it suprisingly works as intended, considering the shaderpack was made in 2013.

Check .minecraft/logs, if nothing there - most likely you will have to live with it, old shaderpacks are not meant to work on newer versions of the game.
