BSL shaders may have been made differently than regular ones that have torches emit light differently.
Have you checked your performance settings or other settings that may mess with rendering or torches?

Whats a good shaders that i can use that will give me good lighting?
also yeah i meant BSL lol
Are you sure that the shader is made for your version? I could also be your graphic card?
Maybe not, also i dont think its my graphics card (i have a GTX 1070 Ti) ill Check too see
I recommend SFLP shaders, or Sildur's Vibrant Shaders.
i just turned on sildur's Vibrant Shaders v1.22 High, and i get the same thing happening

but when its on the ground its fine

Hmm, I'm assuming something like fast math or something with performance is on.
Try turning that off or checking other video settings to see if they are the cause.

Fast math was on but i changed nothing when i turned it off
I have never got this problem myself so I am not sure if this would work but try reinstalling Optifine/updating it [since both the shaders got the same problem it might be an optifine glitch]
