So I saw this server that had a sign on the wall, and it said to click it to learn a command, and by clicking it you automatically had access to the command.
I just want to know what plugin it is.

Could be Command Signs. Just put the command that adds the permission node you want the player to "learn," like pex user <user> add <PermissionNodeHere>
Never used that plugin before, so not sure how exactly it works.
