"Simple Region Market" (SRM) Plugin help...

The issue I am having stems around regions. I am trying to make it where a user may buy a region, and be the only one whom is allowed to build/switch levers in said region.

It is for a prison server, and maybe I am missing something when I try and flag the regions. I have done this before, but it has been a-while.

Hopefully someone can help shed light on what I may be doing wrong.
