Sitting in custom maps?

I see this done in like every horror map. Especially some FNAF maps. And I have no clue how to make it for my map.
I basically want for the player to be tp'ed to a stair block which is meant to be a chair, and I want them to be in a seated position and not be able to get off or move (other than looking around). How do I do it?

Set a scoreboard for movement
Count 1 movement to 300 and Reset it if player has walked
and get automaticly teleported back to chair
or you just mean a horse.
