so when i downloaded a minecraft skin i made and tried to put it in minecraft it said: skin image must be 64 x 64 or 64 x 32 and idk what i did wrong and how to fix it ):

Check the size of the png (a fair number of what gets posted are "HD" or 'br-standard' which is 128x128, although there are ocassional skins intended for various mods that can be much larger [those sort will not appear in the pmc skin section however])
If you have a 128x128 (or 128x64) skin, you can resize it with nearly any graphic program that will import & export png format. Be aware, however, that halving the resolution is likely to adversely affect the look of the skin.

What skin did you download?
is the image one of those two resolutions? if not then that's the problem.
