Skyblock Setup Help

I have a bunch of questions so I'll try and keep them organized and to the point so here they are.
#1 what is or do you think is the best skyblock plugin?
#2 whats the best permissions and group manger?
#3 do you know any good USA server hosts?
#4 is there a bukkit plugin that will let me disable all unwanted biomes such as ocean river and so forth if not is there a way to manually do so?
#5 how do you setup challenges and is acorn to sapling the only mod that you can setup challenges with?
#6 is there a way to use my own schematic for the islands players start with?
#7 is there a plugin that alters how villagers spawn like change it back to # of doors leading to the outside like the old gen?
those are my main questions I play on lunching a server in a month or two and I hope with help from the community I can make it one everyone will enjoy ~ Wolf

Try servercraft.co and they will have the groups set up for you the rest i dont have any info on hope this helps
