SOLVED-Need server plugin support ASAP pleas help!!

I am running a server and my member rank cannot build or break things but can interact with objects.
I gave them the essentials.build, plus the modifyworld.* and I'm confused.

I am also running World Guard, PermissionsEX, MultiverseCore-portals-inventories, and Essentials, those are the main plugins i can think of that might be causing this problem? pleas get back to me thank you.
