Some of my server chunks removed.

Hi. i opened my vanillia server for public join, and it worked perfectly.
1 day i saw alot of spams in the console that there are a hacker and stuff reports..
Sometime after this i tried to join but then i was stuck in the spawn coordinanetes. i tried to /tp to somewhere, and it said "NaN is not a vailed number". the command was /tp @p ~10 ~10 ~10
so i tried to delete everything in the data folder so it fixed it but now my hub and nearby hub chunks removed (in radius of about 300 blocks) and almost my whole server removed. also chunks that was safe started to look strange.
How can i fix this?
