Someone Please Help

My new MC server is having lag issues and my connection with them seem to be great i have 3.5 gb of ram on it and here are my plugins that i have not tried deleting
AutoAnnouncer War
ChestShops World Edit
Citizens World Guard
ClearLag And Please Take to note we have deleted mulltivers and we still
CoreProtect Get the same Production of lag
