Spawn not working

I started my minecraft server and everyone is spawning in a random snow biome even tho i did /setspawn

Are you running Multiverse? It is likely that another plugin is overriding your setspawn command.
Well, do you have a plugin for setting the spawn? What other plugins do you have?
