So my spawn i want to make it so people dont lose hunger and dont get hurt in the safezone. What plugin would i use for this. And what plugin would i use to make scheldue times for Broadcast and stuff like that. Thanks.

Use WorldGuard/WorldEdit (WorldEdit required to select the region), and protect the spawn.
Then, type the following:
/region flag spawn invincible allow
This will put them on godmode while in that region.
Then, type the following:
/region flag spawn invincible allow
This will put them on godmode while in that region.
For protections, use WorldGuard.
For broadcasting messages, Use AutoMessage.
A simple search for those names will likely bring up their bukkit page.
