I run a Minecraft server, and I'm thinking of having undercover staff, but the problem is that when in spectator mode, names turn grey and are italicized. My server is vanilla, so I can't use plugins to combat this. Has anyone figured out a way to disable the name changing color and font?

A plugin like SuperVanish should do the trick. I know you said that the server is vanilla, so why not change that? A server such as Spigot is perfectly capable of running vanilla as well, the only difference is that it'll allow you to use plugins and it provides some solid anti-cheat features out of the box (which can also be disabled if you want to).
There's not much you can do with vanilla. Even if you try to "abuse" the scoreboard you're limited with your options because by default because it will only display scores behind (or below) players names. So not in a way where you might be able to influence the actual name display.
Quite frankly I wouldn't worry about it too much. How many players keep looking at the list in the first place? And even if a staff member is using spectator then this doesn't imply that they're automatically spying, I mean... it's for a good reason why you can switch between creative & spectator using f3-n.
