I am using once of my old computers running windows 7 ultimate as a server computer, but, at least daily or every two days, it shuts down and has to be manually restarted! What can I do to stop this and make sure it has a 99% uptime?

Why, you ask? The customer versions of windows were not intended to be run for days on end with no reboots. Programs stop working correctly, you run out of memory...yeah, win7 is better about this, but you still need to reboot frequently.
Linux is intended to be run for YEARS with no reboots. Ubuntu based servers still ask you to reboot after kernel upgrades, but they still have better memory management than windows.

My guesses is that there's security or system settings that prevents it from running for a period of time, or that it's a safety setting designed to stop overheat. Apart from that, sorry, can't help, although I do think that ZaphodX has a few server-operating blogs that you could post on.

My problem is that the server computer runs great for 24 hours or so (maybe more), then mysteriously shutdown.

Is it a Vanilla server? If so, it runs through/from Java. If it's Bukkit or anything else, sorry, I can't help you.
Its running a server, not minecraft, so it should be running with out any problemes because it usually breaks when no one is on, I have made it so that the server doesn't auto shutdown/sleep ect.
That's your problem then. Minecraft is terrible for memory leaking, your RAM probably ran out so your OS shut down. Look at your memory usage after 24 hours on, even with 0 players online the server will be bloated with higher memory usage.
Get a plugin to auto restart the server once or twice a day.
If you actually want it to run better, then install Cent OS and run it off that.

If you want to run a 24/7 server, you need to be running linux. I would recommend Xubuntu with an SSH server, so you can remotely access the console.
If you're running linux, you can have the server running via a shell script. If you then get a plugin that shuts down your server every couple of hours (or each day, or whatever you choose), the script can be told to restart it. Multicraft does this automatically (it's a checkbox in the server settings)
Also, take a look in your BIOS settings. If the server is losing power, it may by shutting off. You can set the BIOS to turn your server back on if you lose power.
Or, if you want something that will REALLY run well on old hardware, look up "MineOS CRUX". It's an entire operating system designed specifically for running Minecraft. I used it for a long time before I started using a paid version of MultiCraft.

Try adjusting your Java memory settings, my MC does that whenever Java runs out of memory.
I have checked but the server seams to be running in a cool environment and does not seam to overheat, its from 2years ago. When I feel it right after a shut down, its pretty cool.
As you said its an old computer. Maybe its shutting off because its overheating or something.
Any reliable and light program, a windows service type thing, or replacing any shutdown with restart? ect...
