Essentials, towny, and multiverse all have configs which have similar defaults.

I have no idea what that is either but I'm also not familiar with all your plugins. What I would recommend doing is ruling out the plugins you definitely know aren't causing the problem and then unload the other plugins one-by-one to see what's causing it. That will at least partly narrow it down.
