I've tried everything. Tried to install the java software, didn't work. Tried to get curseforge, didn't work. Nothing works anymore. I really need a way to use .jar files for minecraft java. I need an actually working tutorial that works in 2023. Please help.

Can you recommend me a platform for selling cs go skins so that there are no problems, including withdrawal of money?
There is an alternative way to get it going, does require a bit of set up but if the main Java installer doesn't work.
The launcher multimc let's you pick and choose what Java version to use (after extracting it)*¹ with what ever instance. I use it and have a separate folder for java that it uses and I have had no issues with it. If you still need help I can try and get it sorted for you

I should specify, i use windows 10 and an trying to activate a data pack. Just clarifying, this does not make any other previous comments not usable and i will still check.
Try getting an archiver like WinZip or WinRAR and then check the jarfiles contents. So: open the jarfile using the archivers. See: a jarfile is basically nothing more but a so called zipfile which simply uses a different extension.
Once you start looking around you should be able to make out a folder structure. That's your ticket out of this mess: get the right folders and copy 'm into the datapacks directory of your Minecraft world.

I do not have java installed. As a matter of fact, i tried to get java, but it just apparently opened up some kind of console for about less than a quarter of a second then it dissapeared. Nothing really happens. Could you specify a way to convert a .jar mod to a .zip mod pack and still have it functional?
AFAIK java is needed just to run vanilla MC (the java version, don't know about BR) …
[MC-java – at least in earlier versions – included java as part of the initial install. A version should be present.]
The 4th link above ( www.howtogeek.com/812583/how-to-open-jar-files-windows/ ) covers how to check the version installed (and if there is one – which one would think there has to be if vanilla MC runs).
The pictures in the link may also let you tell what the "some kind of console for about less than a quarter of a second" is…
