TEKKIT SERVER, END OF STREAM, PLEASE HELP

first let me start off by saying thank you to everyone who is viewing this.
second, let me list my server specs
8GB 1600MHZ kingston hyperex ram
I7-2600k @4.8GHZ
2TB primary
64GB SSD
windows 7 ultimate 64 bit
norton 360
internet: comcast cable 24mb/s down 4mb/s up

now as for the problem.
this only started happening recently, my server was running fine until one day this poped up on the console

19:42:46 [INFO] Reached end of stream

it has now continued to spam console over and over again.
this is not much of a problem until a bit ago when all of a sudden my server started saying

1:35:58 [INFO] Read timed out

it would then spam in the console several times a minute both of these [INFO] quotes. the server would then kick everyone off and crash.
however, once i closed it out it would be good again for a few hours till it read timed out again.
im not sure what causing this
can anyone help?
it happens reguardless of if anyone is on or not as well.
no plugins seem to give any errors either the thing just crashes.
if you need any more information please, let me know, i keep files on almost everything!
