Texture Pack

Ok, so I was uploading a texture pack and then I tried to save it and couldn't find the upload button. So I looked around and read the rules. I saw that you weren't allowed to upload Painterly Packs.
9I made mine with Painterly... ) Does anyone know why they don't allow Painterly Packs??? Also, do you know anywhere else I could make a texture pack for free? If so, that would be great.
