Hello. It can be due to many factors. First check that the folder where you put the pack is correct, and also make sure that the pack:mcmeta file is correct.
If this file is not written correctly, it will not recognize the package. Check all the textures you changed, they must be in .png and have a resolution of 16x16.
Also check the transparencies and that they are not in a strange compression format. Make sure that all the resource folders have their name and if you are
modifying the Minecraft shaders, check that there is no error there.Still resisting 1.21, but:
Is the pack in the appropriate resource pack folder?

Yes I Believe so
Do you have a link to from where you DL'd the pack?
(1.21 made changes to some pack format things and it may not have been [or not properly been] updated…
Something else you may try is to extract the pack zip (assuming it came as a zip) and put the folder that results in the resource pack folder for 1.21

I created the Texture pack by editing the textures in MS paint
As loong as the files are saved as .png files of the proper dimensions (16x16 for 'normal' MC block textures) the program used to create them ought not matter
N.B. .png files: recent versions of MS paint now appear to support pngs q.v. https://arstechnica.com/gadgets/2023/09/hell-freezes-over-ms-paint-adds-support-for-layers-and-png-transparency/

i imagine, even in older ms paint versions, the worst that Might happen is seeing some white or black pixels where there ought not be, which will look like graphical errors recently, i was exploring an old version of terrain.png in photoshop and did not import it correctly, so when i re-introduced it to the game it created unique visuals which made me think that minecraft was using an incorrect version of java; it turned out to just be the terrain.png lost its transparency, however. i can certainly imagine modern resource packs functioning in a similar way, but also i'm aware this is not the root issue anyways.
i suppose it's worth asking too.. is the texture pack's folder in your .minecraft/resourcepacks folder a .zip or an unzipped folder ? (or perhaps was saved in another archival format like .rar or .7z). from what i remember, they usually need to be in .zip format for minecraft to access them, for whatever reason.
