Does anyone have a good tutorial on how to make a texture pack? I just want to change a couple textures, the splashes, and maybe a bit of the music.. Can anyone link me a tutorial? It'd be much appreciated!

Guessing your main concern is the JSON files…
With the recent changes, your best bet might be to download and study those files from recent packs that work in the version[s] in which you are interested.

I've not done much with sounds, but
