Texture Packs

I downloaded a texture pack that made different types of enchantment books different (Level 1 Armor, Level 2 Swords, Level 3 Bows, etc.) The version of this pack is for 1.14.4, so I made them for 1.8.9 and copied the coding or whatever, but some of them don't work (All level 1 armor enchantments and all level fortune) . Can someone explain to me whats wrong and with it and how I can fix it?
