IMO this looks like a broken renderer so maybe you have some issues with your optifine and/or shaders you are using?
I don't use any shaders. I ran the game with different combinations of mods and textures/without any of them and even reinstalled my client but it didn't help lol
There is also a possibility of problems with a broken driver so check if it's possible to update your GPU driver or to somehow reinstall it.
You could also try reinstalling Java, because it might be corrupted I guess?

I've reinstalled java several times and checked the drivers, but everything seems to be fine. btw i've never seen bugs like that before and it looks just horrible
Yeah, I also have never seen a bug like that, that's why I don't really know what to do, just going off of my hunches, based on how it looks.
I really hope you'll be able to resolve it somehow.

Yes of course I have but nothing like that bug has ever happened before

you shouldn't turn the render distance to 21 far+

Could be anything. From mods gone rogue to a broken datapack.
Sort of looks like the weird visual glitches you get after GPU has been overclocked and damaged by heat or overvoltage.
I haven't overclocked my GPU, maybe the bug appears because my video card is quite old. How can I check if it is damaged? I haven't noticed any visible damage
If you are getting visual glitches like this in other games then you can probably say either your GPU is toast, or has had a recent dodgy driver update.
If it's just happening in MC then it's most likely something to do with the client video settings/mods/packs being used as others have suggested.

Do you have "Render Regions" on? This happened to me too and I fixed it by turning Render Regions off. (Options -> Video Settings -> Performance)
