when i type these commands in, /mv create IslandWorld NORMAL -g EmptyWorldGenerator
and than tp to that world after is created, its not empty

You could try editing the generator after creating the world from inside the multiverse config, then deleting the world files while the server is stopped. It will regenerate the world and might work.
