Is this good hardware for my 16gb server?

So I found this website for minecraft hosting and it had an awesome deal:16gb for $24.00/month.But my friend told me that the gb is good but the rest of the hardware could suck.So I asked then what was the hardware for the server,they said this:dual Intel Xeon E5-2620 v3 processors, SSDs, and 1Gbps connections.Is this good ?By the way my server is probubly going to have around 80 people on it,and maybe like 40 plugins.

The clock speed of the E5-2620 v3 is only 2.4GHz, however it has 6 cores. Due to Minecraft being primarily single threaded, you'll get better performance if you run multiple smaller servers as they will each run on seperate cores, rather than one larger server being limited to just one core.

It's a pretty good deal, but you'll get better performance if you run multiple smaller servers instead of one server.

This shows that it's not a terrible server, however it will perform better if you run multiple servers instead of just one 16gb server.
An E3 is more suited for single servers, however it sounds like a good deal overall.

How can you say that, it is a cheap price + you don't even know what he is using the server for.
