BACKGROUND INFO for people who are going to tell me to google it:
I have yet to find a working answer to this problem that I have been having online. No methods really worked because most were for LAN servers. I have a server, hosted not on my own computer but rather on a VPS.
THE PROBLEM:
Whenever players try to join most of the time they either join in but it takes a lot of time for the world to load terrain:

and or the player gets a Time Out message from the game and do not join the server:

Most of the time if you try over and over again to join the server, you will join but it takes multiple attempts. And most of the time it is random for when you will join the server or not, as you can see I really hate this problem.
SERVER INFO:
My server is in 1.13 and I know this is not a version error since this happened when my server was in 1.12 and 1.12.2.

I have already tried to join the server without the plugins that are red and the problem still happens.

If there is any other information that you might need to help me solve this issue just reply on this thread and I will add it to here. I really hope this gets a fix / answer so server owners in the future won't have to deal with this problem so please emerald this so it can get more attention since I have seen many server owners who have the same problem and have still yet to get a response from anyone.

Sounds like connectivity issues. Contact your host and ask their upload speed. You can host 3 players per Mbps/upload.
It's hard to diagnose without actually being in possession of the machine. It's their issue though -- if they say their upload is fine/more than high enough for a few players, let them know you're having connectivity issues that point to a low upload speed. They may have something poorly configured

for starters, you may want to blur out the users ip adress, secondly, is server fully updated, you can find out by doing /version, also if possible try renaming the world and plugins folder and see if it still happens with a fresh start
The server is telling me I am 4 versions behind. Is there a way to update? Also thanks for the catch on the IP. Also by renaming the world and plugins folder, do you mean just renaming them the same name or different names?
u got the spigot build tools? if not then it can be gotten from the spigot site, then to run it you just ru it like any normal jar and it will take a while (needs a unix system not windows) while it builds a new system, but being only 4 versions behind shouldnt cause any issues since 1.13 can update like 10 times a day

Would you mind sending me the spigot build tools, I don't want to download the wrong jar.
Build tools is not a simple process, but if you have a handle on command prompt you'll be fine

Just follow that, but be sure to add --rev 1.13 at the end, the default is 1.12.2 until 1.13 is stable.
