Lag can be caused by many different things, memory leaks to unproperly configured plugins. Here is a few ways to optimize your server for the best connections you can have. This is for Windows.
1. A program i recommend getting is Ccleaner. Its an all in one temp. file cleaner.
I use it to clean my temp files, cache, registry and programs. This in turn speeds up your computers pagefile system and takes a load off of your CPU, thus effectively making more resources for your server.

2. Now, another way to reduce lag is to turn off any program that you are not using, skype, steam, msn, all of these programs take up RAM, and if you need better performance, the fewer programs the better performance.
3. if you are using Windows, and you plan on using the computer for mainly hosting, another thing you can do is,go to your display settings and switch your display to "Windows Classic", this removes all of the fancy and unneeded graphics and things from your desktop, which can greatly boost your performance!

4. Here is one of the best things....if you are running a bukkit server...GET BUKKITGUI!!! Bukkit GUI allows you to change your ram on the fly, along with disabling plugins, and it has an error log so you can see where potential memory leaks are. bukkit GUI is an amazing thing to have.

5. Another thing you can do to help is setting your servers priority within Task Manager, press Ctrl+Alt+Delete to bring up Task manager, start your server, then go to processes and find java.exe, right click it and set Priority to High like this...

Then in the same place, if you have multiple processors you can set affinity to multiple cores like this....

This will prioritize your server to be processed on the top of your processes list.
Then Lastly keep your routers firmware up to date, clean and as minimal traffic as you can for optimal bandwidth, Its not download speed you have to worry about, its your Upload speed, for each 1MB of upload speed you have is about 5 to 7 players at 99% lag free. This is mainly based on the limits of your Internet provider bu there is a few things you can do to keep a steady consistent upload speed.

Well at least run a VM on your windows if you love them soo much. But you know in every aspect Linux is better. And basicly when it comes to servers Linux will stay better then windows because what you can start on windows you cant start on Linux maybie it takes more time but still much better. I just hate windows becuase its performance SUCKS and its a major resource leak. Even if you strip it down to haveing nothing it has major resource leaks. And when it comes to Linux you can strip it down so much that you will be left just with Kernel.
And when it comes to Minecraft servers -_- Windows cant handle java normaly if you would go in to Dev mode you would see how bad it is in handleing its java.
Then again Windows are easy to use, Because with linux you can end up crashing kernel and going in to safe mode where you cant get out of it.. Windows are easy to control not as easy as Mac but still. Im useing Windows for who knows how long just because its easy to use doesnt request tooo much time to build something up.

actually you can edit windows to run on barebones...matter of fact you could go so indepth with it that you can even run just CMD...which is like Ubuntu CD, and no phpbb is free but theres also a premium version which comes free forever with windows server.
and to end this discussion, windows server 2012 was rated #1 by Pc Review to host and manage major traffic servers. Linux being so open sourced makes it good for hosting besides the fact that its cleaner, But thats besides the point...this is a help section...not an argument section, and i doubt major servers come here looking for help so more than likely they are running on windows or a MAC.

Everyone has that. phpBB is free software (and honestly not even the best free forum software IMO).
Can you configure Windows to not have a GUI that only rookies need to use taking up valuable resources like RAM and CPU time?
I use Windows all the time as well, and have only had problems that were directly my fault. However, I wouldn't trust it to run a high-performance server.
thats all a matter of opinion, LINUX is good yes..but windows is better if you know how to use it, Windows only sucks for people because they download a bunch of viruses that give them problems lol, Ive been an Avid Windows user for 15 years and not once have i had an issue. ESPECIALLY id you have windows server 2012...dedicated to server hosting and it comes with FREE PHPBB! Linux does not have that..nor do they have MSDN which is a once again FREE Microsoft hosting domain...whereas everywhere else you can only pay for a domain or use a cheap and limited free one.
What kinda person runs a server on Windows -_- its unstable.
