If all you want is to put different tags in front of people. Install Essentials. It has a chat component that will do what you want

permissionsEx is good but Has to many loop holes in the permissions and isnt always compatible with the plugin

You can use Group Manager, PEX and bPermissions.

Bpermissions should never be used To many bugs, to many error's, and its still in alpha I believe. just use group manager
