I'm trying to set up a spawn town, but I'm having issues with permissions. Residents can either build and destroy all over the place and not in the rented spot until they rent it out, or they can't build/destroy no matter what.

Make sure you aren't using Towny for any of the protections, only World Guard. After that, make sure you understand protection priority and parent-child behavior; should be where the issues lie.
