Towny having issues

I have been working for the last few hours trying to get towny to be set up correctly. Have someone testing with me and when they great a town it isnt letting them invite or delete the town. However, I have tried giving every possible node and they still cant do it. I have verified that they are part of the group I am editing with permissions.
