Looks to me that Towny is a little behind Spigot and you need to use 1.8.3. I'm guessing this latest stable build (#52) is 1.8.8 / 1.9.4?

Build #52 runs 1.10.
The problem was that I was using the pex snapshot of 2.0, which wasn't compatible with towny advanced. Shame, I liked the new style of commands. Welp, back to normal pex
