Towny or WorldGuard? Help Me Choose!

I am planning for my server to be a server that includes minigames, hunger games, creative and survival. I have almost everything set up except a few more games, and worths of items for the survival world. I also will have towns for people in survival. I have seen servers with Towny and WorldGuard. I have tried a survival world before with WorldGuard but it was really confusing for the players with the commands. So I was leaning towards Towny. I also used to play on one server, and they switched to Towny. It seemed liked a lot of people on there preferred WorldGuard. So I have come to the PMC community to ask for their opinion.
