"execute at @a run fill ~-100 ~-100 ~-100 ~100 ~100 ~100 minecraft:water replace minecraft:water"
works 100 blocks in each direction from the player (about a 200x200x200 area from EVERY player) place this in a repeating command block with power (in the spawn chunks or in a chunk that will be loaded when you want it to be) it replaces flowing water with sources, you can also change the 2 cord locations to the 2 corners of your game (remember to keep the chunk its in loaded)
