There are many options in order to make your server popular. Its all down to waiting a while and being Consistent.

Now at the very start You will not be a popular server right away. it requires good effort into it and very good features,
Features are somethink which makes players really want to play on your server.
Everyone loves to have a good rank if they are able to earn one on a server.

About Features I would really highly advise you to add extra commands to your Higher leveled rank systems. just so when the players come on your server and the players are trying to earn the ranks, Automatically they will be stuck on your server trying to earn that rank! Meaning to the staff of the server They are allready getting people playing it making the server a good start off.

Now this will be an grate essential part of making your server popular. With your own minecraft website. This can allow your server to be More alive! And this will get more people on your server out of nowhere!

Add your pictures of your server. add a grate description on your website about it. Dont lie back and make it look poo. You want to make it the best as possible with the most best description you can think of!

Now my last method of advertiseing. is you have an option to pay money to certain server websites for them to advertise it well for you. This is an good idear but however you may have to spend a little money to it on this option.
