I have had this problem about 4 times. Follow these instructions:

1. If you're "Shaped" (Out of internet quota), wait until you DO have quota.
2. Make sure anyone sharing the same network (siblings, parents, etc) are not using the internet. Also, get them to take out their adapters, because they divide the quota.
3. Don't have anything other than the launcher running.

Also, re-installing Java WILL NOT HELP and re-installing Minecraft WON'T WORK EITHER.

And due to the new "Shell-Shock" virus, I strongly suggest you turn your firewall back on IMMEDIATELY!

Java is causing a problem. Try unistall all old versions then installing it again.

This might fix it:
1.

Download this file: https://s3.amazonaws.com/Minecraft.Download/launcher/launcher.pack.lzma
go to the start menu and search "%appdata%" without the quotes
Then click on .minecraft
drap the file you downloaded into there
Reason: Minecraft was trying to download an update for the launcher and failed. Doing this may fix it

Removing old versions of java probably wont fix it but it might.

I have no idea why but on a fourm it says McAfee is causing something. Disable it or unistall it. Another one is your firewall is blocking Minecraft or java.
