I have had this problem about 4 times. Follow these instructions:
1. If you're "Shaped" (Out of internet quota), wait until you DO have quota.
2. Make sure anyone sharing the same network (siblings, parents, etc) are not using the internet. Also, get them to take out their adapters, because they divide the quota.
3. Don't have anything other than the launcher running.
Also, re-installing Java WILL NOT HELP and re-installing Minecraft WON'T WORK EITHER.

I have no idea why but on a fourm it says McAfee is causing something. Disable it or unistall it. Another one is your firewall is blocking Minecraft or java.
