The first thing you want to do is try reinstalling your minecraft. If that doesn't work, it might be your Windows computer. Google your version and see if it supports the minecraft you are downloading. I'm not sure about this because I'm a Mac user. The output seems to be that something is wrong with the Minecraft application, not the launcher, and it is definitely not the launcher version, because that is currently the latest...
