I'm playing Minecraft and notice it is running around 15-20 fps and sometimes drops to 0-1 fps at a time, even with other apps closed. It is usually around 60 fps, but now what the heck?!

Personnally I never had problems with my modded 1.12.2, I've a HP-x360 with a Pentium processor and I'm always at 50fps...
TL;DR if you don't have time on your hands, lol.
I've experienced this. I believe it has something to do with the power of your PC. The amount of mods, datapacks, and resource packs that you have active may affect it, too. I believe that Mojang, like literally every other game and electronic developer out there, intentionally slows down older versions to require users to update.
The reason why I say this is because I've gone through and seen a lot of players running into problems when operating older versions of Minecraft, If you end up wanting to file a bug report with Mojang, you can find out how here: https://help.mojang.com/customer/en/portal/articles/409117-where-can-i-view-or-submit-bugs-.
I believe that the slowness does correlate with the version you are using and unfortunately if you prefer this to stop, you'll need to give up WorldEdit and your mods for now. It could very well be your PC too, which without paying nearly $1000, or whatever this amount is in your preferred currency, kind of leaves you in a bad situation.

What type of computer are you using, and what is it's processor? your computer may not have enough power to run minecraft well
I experienced it in 1.12 that when I'm playing with shaders and minimize Minecraft or switch the tabs it takes a fairly long time to maximize again. Sometimes it stopped working completely. But since I am playing on 1.13 I never had this problem again. What version are you playing on?
1.12.2 so I can use worldedit.
Worldedit has a version for 1.13. Also, every version will lag bad if you are in an area with a lot of red stone...
