When I update my texture pack, it updates, it ust says it didn't. It wont show up in the recently updated and has no "last updated BLABLA" next to the Posted 6 hours ago like other texture packs...

You are only allowed one update every 24- hour period. If you update it during the 24- hours, the submission will get updated, just not bumped.
You have to record the update in the update log for it to get bumped and say Updated 6 minutes ago

It is still not working, do I have to wait 24 hours or something till I can update it and have it go to the recently updated list?
Well try again here are the steps
1. Delete the old texture pack version.
2. Download the new one.
3. Move the File you downloaded to the texture packs folder.
If you're not doing that it's wrong
