I co-run a survival bukkit server with a server hoster but we're looking at expanding, we're already running into CPU issues with our current host.
These are the plugins we run:
Worldedt, Bukkitcompat, Vault, PermissionsEx, PlotMe, Multiverse-core, LogBlock, Questioner, WorldGuard, ColouredTablist, BorderGuard, Iconomy, Announcer, BookRules, Lockette, ProtocolLib, GriefPrevention, Votifier, Herochat, CleanroomGenerator, Essentials, SimpleRegionMarket, CommandSigns, SimpleVoteListener, EssentialsProtect, EssentialsSpawn, Multiverse-Portals, Multiverse-Inventories, Enjin Minecraft Plugin, AutoRank, PayDay and Chestshop.
We'll be adding a few games related plugins to give the members of the community more to do, but shouldn't be much more. Will also be adding Sparktrail and DisguiseCraft if they ever update.
Will likely move over to Spigot too.
We'd like to get up to 30 or so people on at peak times with a max of 50, though I can't imagine it often being even close to that.
These are the specs of the servers I'm pricing up, they're all dedicated servers in a datacenter so we wont be sharing resources:

i5 and i7 you listed is going to be better for more single threaded like apllications like minecraft.

These look like OVH's datacenter offers. As for specifications.
If you're running a server with max of 50 people, and maybe 30 plugins, 10 of which are medium or heavy usage, you'd need atleast 4gb and atleast an i7 for smooth server. Intel's E3 and E5 xeon processors aren't needed unless you want to go for the 200+ players.

All under 60 usd a month, what a host offers me for that seems a bit meh.
That's true, is there a cost on those boxes up there? I would have sworn I found a great deal the other day on a dedicated box that has similar specs (I think).

Well, as far as I know the command built in "/save-all" should save all your server data. I would suggest running it every 10 minutes if you aren't experiencing crashing.
And if you never hit that much RAM, and the CPU is mostly your problem, maybe you should consider looking at different hosts with better CPUs. But if you are certain you want a dedicated box, and want to choose from the choices above, the top or middle looks like just a fine option to me.

I've never seen us hit 4gb of ram, and that's with 18-20 people online so we don't seem to have much in the way of ram issues. Most of the time we're at around 2gb of ram being used, but that's including the OS and mcmyadmin. CPU however sits at around 50% used and goes up to 100% on a regular basis (leading to lag).
We've had Spigot before, but it cut random block updates enough that it affected many of mine and members of the servers builds so we got rid of it. I've since found out that there's a option to change it so we will be using it again for sure.

How many GB of RAM are you using now? Does that run smoothly? if it doesn't, is it because of the RAM or CPU?
The last one clearly has more RAM, but if you are having problems with the CPU, that may not be too big of an issue to get one of the servers that has less RAM.
If you did want to run one of the servers that had less power though, you could always look into optimizing it (Spigot like you said would be a good option), and anything with a database option, you should look into using it. Also, many plugins seem to autosave, but if you can get one that saves all of your data at specific times, that should be fine.
