I want a permissions based system to block items with tekkit and normal minecraft.
I want it so no one can create, or if that's not possible use some items such as mining lasers, or just as an example making it so you can't use mining
Using pex, I also want to restrict which ranks can place items, like so guests can't use items or place items like solar arrays or mass fabs or rotary macerators.
BUT I want the next rank to be able to place some of these things, but I don't want them to be able to do EVERYTHING, so I can't block them straight with essentials.
Please please help.

I don't know of a plugin which will solve 100% of the problem you're working on. But I run the GriefPrevention plugin on my servers. It's compatible with Tekkit (you have to configure it for Tekkit though), and basically will keep players from building or activating machines in other players' areas, in addition to the usual anti theft, no block breaking, etc etc.
