Verify server ownership is broken.

I can't "Verify server ownership" on my server. Because this is not the server forum I can't post the server here but how can I fix this issue? PMC can't connect to the server at all but I can in Minecraft.
To know before answering:
- It is using bungee cord.
- Because of Bungee cord, the server itself is in offline mode and I am trying to advertise the bungee cord.
