Votifier help

I was browsing around and couldn't find anything to help, so here's my problem.
I'm trying to install votifier on my server (it's a local server, not hosted somewhere else) and i have everything set up, but PMC will not connect to it. I went to minestatus to test it, and it went through instantly. I even went to Top Gamer and tested it, and it worked there too, it's only PMC that's not connecting to it. There are no messages in the console, so it seems like it's not even trying to connect, yet the same info on the previously mentioned sites works fine. Any idea what's going on?

PMC takes a while. Its glitchy.
