Votifier Help

I have been trying for hours to activate my votifier on PMC. I have the correct public key and am using the default Votifier port. Every time I input it to a test, it says "Failed: Connection timed out." I do not know what this means. Please help me!

Delete the votifier folder and then see if the information inside reset? When I switched hosts I did that and it gave me new info then got a listener and it worked.
