Votifier issues

Hey guys, I have been trying to get votifier to work all day, and I can't get it to work. Here is my error.
4:54:15 PM Votifier: Enabling Votifier v1.9
4:54:15 PM CONSOLE: ERROR]: Cannot load plugins/Votifier/config.yml
4:54:15 PM CONSOLE: level is not a Map.
4:54:15 PM CONSOLE: ERROR]: Cannot load plugins/Votifier/config.yml
4:54:15 PM CONSOLE: level is not a Map.
4:54:15 PM CONSOLE: ERROR]: Error occurred while enabling Votifier v1.9 (Is it up to date?)
Help would be appreciated

Try making sure the file is UTF-8 encoded.

I changed three numbers in there to 000, just so you know.
