Water isn't flowing

I used the command /stoplag to clear entities but now my water isn't flowing. I tried /stoplag -c to allow intensive activity but water still wont flow no matter where I place this. I am hoping someone can point me towards a command or something.

Temporarily remove world guard from plugins folder and see if that works

Copied WorldGuard folder and jar to folder on desktop, restarted server, no luck.

Restart your server, it's a temporary toggle handled by worldguard. It turns itself off upon restarting.

I stopped the server and ran it again with no luck.
