I got a mc server thats 1.7.2 and has many plugins and multi-worlds. But I am having issues finding ways to get more people. Does anyone know of ways? I will be willing to do payed advertising, but with a budget of 40-60$. My server is only 1 month old with a player average of 5. I am I asking too much? Please help.

A few things to note:
Make sure your server has voting sites with good rewards. Push your players to vote, offer xp drops if 5 players vote or whatever.
The exact place that you spawn is highly important. If you spawn next to a bunch of signs or some kind of quiz you most go through to join the server, most players will leave. Make it easy for players to start playing right away.
The good thing about the voting sites is that if players like it, they stay on and vote. As long as your server is fun it will grow through them. For example, my server got to a player base of 20 within one month, no paid advertising.

You are correct, but I lack player flow, I need players to come on server and see if they like it.
Improve your server quality? The problem isn't always getting new players, it's making them stay. If you don't run a fun server, then that's where your problem is. I suggest trying to get youtubers to make videos on your server or give players rewards if they refer friends. I feel like if you have something special on a server then players will want to come so maybe just focus on what's special about your server and try to get members who are into the sort of thing that your server is about.
