Weird and serious FPS drop problems on one of my servers

Hi everyone

I am setting up a network of servers, currently this consists of 4 servers all running on one dedicated server and linked by bungeecord.
They are all running spigot and all but one works fine.

The hub server consists of a spawn area in a world that has 0 other blocks.
The hub is only running plugins that are also present on the other servers, so i can't see how this could be a problem with the plugins.

What happens is when i join the hub server everything is fine for a minute or two then my FPS starts to drop rapidly. eventually reaching 0 and after about a minute of not a single frame update eventually my entire minecraft client crashes.
While the FPS are dropping the Java application runs up 80-90% CPU usage which is a lot since i have an Intel I7 4th 4770k.

Currently installed plugins are:
Announcer
Chest commands
Citizens
ColoredTags
CustomJoinItems
DoubleJumper
Essentials (Chat and spawn)
Holographic Displays
PermissionsEX
vault
World Edit
World Guard
This problem does not occur with any other of my servers.
so far i have done the following things to try to resolve the problem.

1.Uninstalled every plugin and installed the newest version of each.
2. saved the spawn as schematic and deleted the world. then created an entirely new world, again with 0 blocks and pasted the schematic back in.

if anyone has any ideas what could be causing this or what i could do to fix it please reply.
If anyone is experiencing anything like this that may help shed some light on the problem

You might have the same problem as I do. Once and awhile, a rogue java application pops up in my processes using a large chunk of CPU. When I ended the process minecraft worked fine. Nothing closed. So if you see something like that, try doing that. As to permanently fix it, I have no clue.

Sounds to me like it might be your minecraft installation. There's also the chance that there's an error in the configuration of your server that's not in the others that's exponentially using more memory every time something tries to run. Check your console and watch what it says as your fps starts to drop to make sure it's not something to do with plugins acting weird.
