Are you running it on Windows, Linux, Mac OS?
With windows you want to run it using a .bat file that contains: (Note that VERSION has to be the version)
If you can't type in the cmd you might want to look at the settings, which are available by right clicking the title bar and than selecting Properties.

try to make a server in a hosting specialized company, it's much more easier!
