What am i doing wrong?

no, im not just doing this as an advertisement to get people to join. i really want advice on what im doing wrong
I dont get it, my server has 16 slots, very friendly it only has 16 slots because i like servers where everyone knows everyone pretty much, a survival and 2 creative worlds(one flat and one normal), perks the default rank gets like fly,heal,back,hat,nicknames, etc. that i dont even make people "donate" for.. The spawn is pretty nice looking and not confusing at all, the survival and 2 creative worlds are free build and no plots.. I even offer challenges for some things on the "challenge board" in spawn for things like a personal world, worldedit access, gamemode etc.
but yet, the few people that have joined because my advertisements appearently arent very successful always find something to complain about. Ex. "why cant i be staff" because its still a small server and i dont need much staff yet and the default rank already has Alot of commands i'd like to see you get on other servers without paying for. "can i get a personal world" i thought that was a cool idea so i put together a challenge board for people to get stuff like that, but still complain about the challenges: "this stuff will take to long, why cant we just have a private world?" almost like they also have no understanding of how much extra worlds tend to lag servers.. and i mean what other server is going to offer you a private world? next complain "someone built on my mountain!" so he goes on all my ads and comments this server is trash dont come on. BUT he made a house behind the mountain at the base, someone else climbed up the mountain to the top from the front and just didnt see his house. and you cant claim an entire mountain like that you arent even occuping, its jsut stupid.
but yeah i really try with these people but they all just seem to leave imediately if they cant get there way. the servers been up for like a month now and i only have like 2 people that come back
EDIT oh i forgot also the whitelist the server has, but its the most simple whitelist ever. no age, experience, have you ever griefed? or anything.. just an IGN in a response to the ads

Ninniy is right but also make sure all the admins on your server are mature and are nice to all the players. A lot of new servers kind of like what yours seems like have troll admins that like to abuse players for fun and that can really make alot of players leave your server.
The reason nobody wants to join is because the server has no thrill. Tell me if you have the following:
-PvP world?
-Non-PvP world?
-Donor ranks?
-Awesome plugins?
-Creative world?
-Something to give users a thrill?
-MobArena? (MA)
-PvP world?
-Non-PvP world?
-Donor ranks?
