I think you must do it by your own device, I use my own Mac to make my own packs.

For models, I highly recommend Blockbench, a modeling program that can be used to make custom block and item models, OptiFine entities and even renders!

if you mean my a creator, of course Yuruze, the god of PVP packs i say.
if you mean editor, just use the minecraft folder.
legitimoose's guide helped me out a ton and i am making a pack right now.
