What Kind of Server Should I Make?

Hey guys I just wanted to come on here and ask you guys what kind of server I should make. I'm not big into developing so I won't be able to come up with a new gamemode or anything unless someone wants to help me develop a new kind of server. I have owned many servers in the past and I would have to say I don't know which one was more successful. The last server I had was an OP Prison and that was pretty descent but the only players coming on were the ones that had money and could rank up and anyways all the lower ranks always asked for money. And for my factions server it was also good but didn't get many players on because of PVP at the beginning and having to go out and build. I haven't tried a mini-games server but I thought I wouldn't get donations off of just mini-games upgrades and perks. I did come up with a gamemode on my own but don't know how it would work. If you would like to help me develop a new gamemode of have any tips and want to help then please PM me and I will add you on Skype. I'm planning to get a new server going before the summer is over but I want to know what I should start. Thanks
